Tier 1
The model code language is adopted by a community but not placed on the community’s zoning map, functioning as an opt-in zone that can be voluntarily re-zoned to by small developers and landowners. This tier presents the lowest cost and most control by communities (but also the lowest impact for new projects)
Tier 2
The model code is adopted as an overlay district within existing neighborhoods or new greenfield neighborhoods (replacing difficult-to-administer PUD/PZD with a consistent alternative zoning code). This approach simplifies long-term zoning administration and can encourage neighborhood-specific redevelopment efforts.
Tier 3
The model code is adopted to fully replace the existing zoning code, with a chart of district translations and the existing zoning map remaining. This provides a consistent city-wide impact on creating more affordable and sustainable development patterns, but does risk carrying forward some of the exclusionary impacts original zoning maps may have contained.
Tier 4
The model code is adopted to fully replace the existing exclusionary zoning code and a new corresponding zoning map is developed, with consideration for the city’s future growth in a thoughtful and intentional manner.
»The model zoning code will be offered in two formats:
1. As a one-time purchase by communities for adoption, with a tiered cost and support level commensurate with the adoption strategy
2. As a subscription model for communities who would like to receive an annual model ordinance with recommended updates, improvements, and corrections to the model code.
